The Parliamentary Committee for Public Services, Local Administration and Media discusses about reforms of local authority administration and the meeting in Vienna

The Committee for Public Services, Local Administration and Media of the Assembly of Kosovo, lead by Nekibe Kelmendi, Chairperson of the Committee organized a discussion with Mr. Lutfi Haziri, minister of Local Authority Administration regarding the process of decentralization, with the attention to the meeting of minister Haziri with his Serb homologous, Zoran Llonqar. At the beginning Haziri spoke extensively for the initiative and the content of this meeting, emphasizing that this informal meeting, held in Vienna, was done in the trail of few informal meetings between Kosovo and Serbia. The meeting was done with the initiative and intercession of the special representative of SG of UN, Kai Aide, supported by offices of the Contact Group, Government of Kosovo, Presidency and the Office of the President of the Assembly.

The treatment of Kosovo™s delegation was of the state level, as well as the delegation from Serbia, but this irritated the Serb delegation. In this meeting was discussed about the issue of decentralization, returning of cadastral books in Kosovo, as well as the protocol of the return of displaced. The distinguish between the point of views of parties in this meeting was very big, as far as the delegation from Kosovo was interested on the reforms of local authority administration, respectively the implementation of Plan B, Serbian party asked for territorial reorganization. This was expressed due to a feeling of risk that the Albanian majority will dominate in pilot municipalities of Gracanica and Partesh.

This was done in the frame of efforts that the issue of decentralization should enter in the frame of international guarantees on the case of negotiations for the status of Kosovo, emphasized Haziri.

The members of the committee raised lots of questions giving also different evaluations for the character of the visit and the process of decentralization. Few disputant expressed the opinion that this meeting had policy implications, due to the fact that was discussed for an internal issue of Kosovo. The participants didn™t have any remarks in the expressed opinions of the minister Haziri in the meeting in Vienna. The committee was unique on the ascertainment that the procedure of the adoption of laws that regulate the issue of establishment and functioning of new municipalities should speed up.
